If the renter has a power of attorney from the owner, then they are allowed by law to vote on behalf of the unit.  As to serving on the board, that is all determined by the language of your governing docs (likely Bylaws).  Many allow non-owners to serve on the board.  Florida Statute defers to the Bylaws.
